how do i change the outside passenger door handle on 1993 jetta 3 ?

Very carefully and methodically?
In most cases, you have to take the inner door panel out. Then the door latch mechanism has to be removed and replaced with parts you can probably find at a "good boneyard". If your lucky, the guys at the yard will show you the steps and help you get the correct parts. (Take your broken parts with you to insure you get the right pieces)
It may be a good idea to take pics and make notes as you remove the broken parts. Then install the replacement parts in reverse order after you get the right parts. It would be good to note all clips and rod locations too. Have a flexible magnet on hand so that you can fish parts out of the door if they fell off as part of the removal process.
Take your time or ask a buddy that is familiar with these repairs for help and all should be well.
