I bought a 2000 Pontiac Sunfire. It has a Monsoon Stereo. My question is how do I unlock the systm?

Do I have to take it somewhere and have it done or can I do it myself?

sometimes there is a card in the manual with the code on it otherwise you will need to go to a dealership to have them do it.
