port tuning

how do i "tune" a port? is it the thickness, material, flange, length, or what? i've looked but i can't really figure what the people are getting at. i saw my ports need to be tuned at 30 hz, 4 inches wide, and 12.26 inches long. .26? i don't know how to cut a hundreth of an inch, so i guess i'd be going 12 1/4 inches.

it is a combo of the length and width , a 1/4 is .25 so I would go with the 1/4 or the 16th mark after it . To tune it now that is a little harder as you need to have a meter to measure the freq
