If you read the features on this site it mentions an optional wired remote level control.

If I run this amp at 4 ohms and I have 2 of the infinity kappa perfect 12d VQ. would i need the 4 ohms or the 2 ohms subs?

This amp is most efficient at 2 ohms. Here, you'll want a pair of 2+2 DVC's or a very strong single 4+4 sub. The Infinity DVC VQ series is 4+4 ohms only. Consider a pair of Alpine SWR-1222D's as a possible option.

The Alpine's are availble in 2+2 or 4+4 DVC's. Each handles 500 watts RMS each. Here, you'll want a pair of 2+2 DVC's to get the most fron this amp.

Well I already have these subs so what would be a good amp to go with them. price range $200-450

OK, looked at those subs and they are rated at 400 RMS/ea. That amp will deliver almost 900 RMS @ 4 ohms, so you can indeed use this combo and get the power needed. It'll work out fine at 4 ohms.
