Ok the amp its self is wining?????? or is it comming out of the speakers? If it is comming out the speakers try a diffrent ground spot. I had it comming out of the speakers and moved my ground and bingo it worked .

If your alt is whining, it's probably going bad. I have a 1987 S-10 Blazer. To check to see if it's any good, take a pocket knife or another fairly small flat object, and on the back of the alt with the car running, touch the knife or what you have onto the center area, if it's working and spinning, you'll hear it scraping. If not your alt is bad.

disconnect the rca's at the amp. Do you still hear it? Disconnect them from the deck, how about now? You should have 12-18" between the pwr wire, and the rca's.

How is it grounded, what size pwr and ground?

Oh yea, what color? If it is a red one you can never get the noise out of them...
