I decided over the holidays that I would sell the car my wife wrecked as parts on ebay. One piece I sold was paid for by credit card through paypal. My basic account would not let me accept the payment unless I upgraded to a premier account. No problem.. one click later and I had accepted payment and upgraded to pay pal premier. Sweet - NOT.
The premier account charges me for every payment recieved. I think the rate varies, but I do know on $100 it is 3.49%.
Yeah, that's not much, but before I didn't pay anything. Not only am I getting charged for credit card payments, but normal paypal transactions as well. So I emailed paypal and requested that they downgrade my account back to basic.
Here is the email I got in return. I cut some of it out because it is lengthy.. You won't believe this..

Thank you for contacting PayPal. We apologize for
the delay in responding
to your service request. I understand that you
would like to downgrade your
PayPal account. My name is Annie and I will be
more than willing to help
you with your concern.

I just need to remind you that when you sell on
eBay, you must have a
Premier or Business PayPal account or be willing
to upgrade from a Personal
PayPal account to a Premier or Business account
if you receive a credit
card payment. If you have a Personal account and
you receive a credit card
payment for an eBay item, you will not have the
option to deny the payment.


***OK, no big deal.. just tell everyone that I can not accept credit card payments, right?***

If you offer PayPal as a payment option on eBay,
but do not upgrade your
account to accept a credit card payment, you run
the risk of a buyer
reporting you as a Non-Selling Seller.


Additionally, sellers can not communicate to eBay
buyers (for example, in
their item description) that they only accept, or
will not accept, specific
forms of PayPal payments. Doing so in a listing
can lead to the
cancellation of that particular auction. Refusal
to accept a payment after
the auction has ended falls under eBay's Seller
Non-Performance policy



Violations of this policy include language such
as:

· I do not accept credit card payments
· I only accept PayPal payments made with
account balances or bank
account transfers
· I only accept PayPal if the bid amount is
greater than $15
· I only have a Personal PayPal account and
only accept those kinds of
payments


So tell me, under this communistic regime of online buying and selling, what choice do I have?

Seems like they get one coming or going huh? But then again, it's thier ballgame and if ya wanna play, they write the rules. As in retail, when credit cards are used for payment, the seller has to pay a percentage for that service transaction fee. This is usually tacked on to the selling price to the buyer. However, in auctions on E-bay, the selling price is the best price one can get or min bid, (Reserve met) only.

I recall reading some other rants from sellers and buyers about PP practices and some of the foul ups that were made by PP about various transactions where either folks never got the merchandise, (But paid) seller did not get paid, (But shipped the merchandise) and a whole bunch of crazy stuff in between.

Try a Google search on PP gripes and you may learn a lot of ways peeps get hacked and whacked by PP policies. There may be other options to consider besides PP/E-bay too. Might want to look at them and weigh it all out?

Ya know, it's really pathetic that people often pick out this time of year to pull stunts like that. A time when we all should be acting brotherly and having some compassion, though it should be everyday anyway.

I really hope you guys get stuff straightened out. In the mean time let this be a lesson to everyone to keep a watchful eye out for these type of "snakes" when dealing over the net. Even I came close a few times dealing with internet sales, but luckily it worked out somehow.

If anyone should have a legitmate gripe with a source, please inform everyone so it hopefully won't happen to the next.

I did everything right to protect myself as far as I can tell. I put in the description on the paypal payment that it was for wheels in perfect shape including shipping. I requested pics of each wheel but wished he had taken them with something other then his phone now of course but at the time........

As you said it is sad to do this anytime, but especially this time. I had been very patient during the sale since it was around the holidays and such.... I have made probably about 50 transactions(buy/sell) online and this is the first time I got burned.

Well, things are very tight in MI right now and there's a lot of snakes out there, looking to make good off someone elses wallets. I hope you are well protected by PP's fraud program.

Let me know if there's anything I can do to help expidite your payment, or get the goods back. He's in my general area... (~175 miles away) so, lemme know.
