I have looked everywhere for a box to fit in my 99 chevy ext. cab 3-door under rear seat front- down- firing it doesnt matter for two kicker solo baric 12's .

Chances are pretty good that you will need a custom enclosure made for this combination. Even at that, Solo's like bigger ported boxes and to get the most from them, it's often removing the rear seats completely or mounting the enclosure in the truck bed, and doing a pass-through hole into the cabin.
This is a very difficult combination to work with. (Ie: Limited free space behind your seats and subs that prefer huge enclosures.

even with the 3 door, no matter what box you get/build, the front seats will probably have to be removed to get the box in. Extended cab trucks are a pain to work on.

Swez is right on this one. I also have some 8" solobaric's. These subs made their name on sealed micro enclosures with cabin gain matching output. However when it comes to vented, that's another story.
