Repairing Subs, and is concept audio reputable?

My cousin will sell me his:
Concept CD-810 (class D, 810RMS @ 1ohm) and;
Concept CEX-10 (DVC, 500 watts RMS)
for 200 dollars canadian, (150 american)

I can get the other CEX-10 for 50 dollars(cdn) but there is a slight tear in the surround, can this be fixed, and where or how can i do it myself.

So i guess what i want to know if this is a good buy, the system is 1 year old, and has supposedly only been in use for around a month (i know it hasn't seen winter as it was in a lowered LT1).

I've never bought a used stereo before so i dont know what to look for. The cone feels a little weak when you push the sub up, pushing it down it feels... normal? i guess. I had no box to test them with (until tommorrow), the good sub sounded pretty good for not being in a box.

This stereo will be going into my 2000 Mustang GT. Set up will be 2 fiberglassed enclosures in the back of my trunk, facing forwards. (my first attempt at fiberglass)

The Surround can be fixed...but you may want to beware of other problems. If a sub is OLD (8 yrs or so) it's probably just detioration. However, if it's abuse, lookout.

Concept was instrumental in the DESIGN of a half dozen or so other brand's subs. They are a great product.
