Is it okay to run 70% (800 watts) to a 1100 watt sub?

yes it well work. the problem is when running a sub at less then the rated power people tend to be tempted to turn the gain up higher which makes it louder but throws the amp into clipping and extreme distortion. this is where your sub well be damaged. as long as you dont push the amp past its limits of clean output you well be fine.
