my buddy wants to get 2 15inch Rockford Fosgate Punch Stage 1 for his car........... they handle 50 - 200 rms........ what would be the best amp to get for those subs???

Depends on the voice coil arrangement he uses. Looks like the Punch Stage 1 subs come in a 4 or 8 ohm, single coil versions. Get the 4 ohm version and use a decent Class D sub amp that is stable at 2 ohms.
Amp power needed... 400 watts RMS min, 600 RMS watts max.
Stick with quality brand names like RF, Infinity, JL, JBL, Alpine, Phoenix Gold, Kicker or HiFonics.
